Microsoft Unveils New Tools to Report Hate Speech

In an effort to curb hate speech and ensure safe online communities, Microsoft has announced a new dedicated web form for reporting hate speech on its hosted consumer services and a separate online form for petitions to reconsider and reinstate content.

With these resources, Microsoft users will now be able to communicate directly with the firm to report hate speech and request petition to reinstate content via online forms.

“We will continue our ‘notice-and-takedown’ approach for removing prohibited content on hosted consumer services, and the new form aims to improve the quality and speed of our reviews,” Jacqueline Beauchere, Chief Online Safety Officer at Microsoft, said in a blog post on Saturday.

“When hate speech is reported to us, we will evaluate each complaint, consider context and other factors, and determine appropriate action with respect to the content and the user’s account,” he added.

Microsoft offers services like Outlook, Skype, Xbox, OneDrive and Office 365 which draw millions of users.

“We’re making it simpler for users to report hate speech. We are also adding a new multi-service reconsideration form to request reinstatement of content that customers feel was disabled in error. We will review submissions via this new form, and if appropriate, reinstate the content,” Beauchere posted.

Microsoft is also working with the broader Internet community to combat offensive content online.

It is working with governments, online safety advocates and other technology companies to ensure there is no place on its hosted consumer services for conduct that incites violence and hate.

For example, Microsoft recently joined major social media and video-sharing firms in support of the European Commission Code of Conduct countering illegal hate speech online – a joint effort to stop unlawful public incitement to violence and hatred across Europe.

“Reports received from governments will be included as government requests in our semi-annual Content Removal Requests Report, published at the Microsoft Transparency Hub,” the post said.

The company hopes that this effort will more directly address hate speech on its hosted services and improve transparency in how it is tackling the offensive content online.

Facebook Bots Label US Declaration of Independence as Hate Speech

Facebook has apologised after its content-filtering algorithms flagged the US Declaration of Independence as a hate speech.

Parts of the document was flagged as “hate speech” by Facebook bots after a Liberty, Texas-based newspaper, the Liberty County Vindicator, posted on Facebook “small bites” from the Declaration in the lead up to the country’s Independence Day on July 4.

Facebook later restored the post and tendered an apology to the newspaper, Liberty County Vindicator said in a report on Tuesday.

The newspaper broke the Declaration down into 12 small bites and decided to post one each morning from June 24 to July 4.

The first nine parts posted as scheduled, but The Vindicator found that part 10, consisting of paragraphs 27-31 of the Declaration, did not appear.

Instead, it received a notice from Facebook saying that the post “goes against our standards on hate speech.”

While The Vindicator said it could not be certain exactly what triggered Facebook’s filtering program, the editor suspected it was most likely the phrase “Indian Savages”, the newspaper said.

However, Facebook realised its mistake and restored the post after The Vindicator raised an alarm.

“It looks like we made a mistake and removed something you posted on Facebook that didn’t go against our Community Standards. We want to apologise and let you know that we’ve restored your content and removed any blocks on your account related to this incorrect action,” Facebook was quoted as saying in a statement sent to The Vindicator.

Twitter to Put Warnings Before Swastikas, Other Hate Images

Twitter said on Monday it would begin issuing a warning before a user can see pictures with Nazi swastikas and other items it determines are hateful imagery, as well as prohibit their use in any profile photos on its social media network.

The new policies also ban users who associate either online or offline with organisations that promote violence against civilians.

The step is one of several that Twitter said it would take to crack down on white nationalists and other violent or hateful groups, which have become unwelcome on a service that once took an absolutist view of free speech.

Twitter said in a statement that it would shut down accounts affiliated with non-government organisations that promote violence against civilians, and ban usernames that constitute a violent threat or racial slur.

It said it would also remove tweets that it determined celebrate violence or glorify people who commit it.

Twitter suspended an unknown number of accounts on Monday, including one belonging to Jayda Fransen, the Britain First leader whose videos critical of Islam were retweeted multiple times by US President Donald Trump last month.

A Twitter spokeswoman declined to comment on Fransen’s ban or whether it was due to the new policies.

Founded in 2006, the San Francisco company had called itself “the free speech wing of the free speech party” and tried to stay out of battles among users. But that has changed as persistent harassers have driven some women and minorities off Twitter, limiting their ability to express themselves.

A rise in white nationalism in the United States has also changed tech industry standards. In August, social media networks began removing white nationalists after hundreds gathered in Charlottesville, Virginia, and one of them was charged with murdering a 32-year-old woman by running her down in a car.

In October, Twitter vowed to toughen rules on online sexual harassment, bullying and other forms of misconduct.

Tweets can still include hate imagery, but users will have to click through a warning to see them, the company said. Besides being banned from profile photos, hate images may be further restricted where national laws require, as in Germany.

The Nazi swastika was the only specific example of a hateful image that Twitter gave, but the company said it would try to give warnings for all symbols historically associated with hate groups or that depict people as less than human.

Twitter said it had decided not to categorise the US Confederate flag as hateful imagery, citing its place in history.
