LONDON Britain is looking at range of options to put pressure on internet companies to do more to take down extremist material, Security Minister Ben Wallace said on Sunday.

The government has previously complained technology companies are not doing enough to tackle the use of their networks both to promote extremist ideology and for communication between militant suspects.

“We are going to look at the range of options. We have seen the Germans have proposed perhaps a fine, we are not sure whether that is going to work but there are range of pressures we can put on to some of these companies,” Wallace told BBC Television.

“We think they have the technology and the capability to change the algorithms they use,” he said, adding that one issue was the way the companies linked posts to other similar material online.

Wallace said some companies were “being difficult” but there was evidence that others were trying to improve their work on the issue.

Flipkart Big 10 Sale: E-Commerce Titan Expects Five-Fold Increase in Transactions

During the Flipkart Big 10 Sale, the e-commerce major expects to see a five-fold growth in transactions on its platform during. The upcoming Flipkart sale, which is different from the flagship The Big Billion Days sale, will be held between May 14 and 18, and marks completion of 10 years of Flipkart’s operations.

Flipkart Director Smrithi Ravichandran told PTI, “We have been preparing for months for this sale. It is a big event for us. During the sale, we expect about 5X of the usual number of transactions we see on our platform on any given day.”

She added that the company has also expanded its back-end operations for logistics and last-mile delivery to ensure smooth operations during the sale days. Flipkart doesn’t disclose number of transactions on its platform.

The Flipkart sale will see offers on products across categories like fashion, smartphones, electronics, smart televisions and home decor.

“We have expanded warehousing capacity. We have also added mom and pop stores as partners to ensure smooth last mile delivery,” she said.
Interestingly, Flipkart’s sale comes just after US-based rival Amazon’s sale, something Ravichandran said was just coincidence. The Amazon sale started on May 11 and will last till May 14.

Both companies are aggressively investing into the Indian market, expanding their infrastructure and platform to bring more sellers and shoppers on board.

In April, Flipkart received a funding of $1.4 billion from eBay, Microsoft, and Tencent, while Amazon has also pledged investments worth $5 billion into the Indian market.

According to a Google-AT Kearney report, the number of online shoppers in India is estimated to grow 3.5 times to touch 175 million by 2020, from 50 million in 2015.

Also, e-tailing is expected to drive 25 percent of the total organised retail sales of $240 billion in India by 2020, as per the report.

Increase in free nursery hours at risk, warn Scottish councils

Government’s planned rise from 600 to 1,140 hours per year will bring ‘no better gains for children’, argue primary headteachers

The Scottish government’s “most transformative infrastructure project” in this Parliament is in jeopardy because of a failure to plan how it will work financially and practically,  councils have warned.

Local authorities are calling for the government to set out “a clear delivery plan” detailing how it will meet its ambitious target to increase free nursery hours from 600 to 1,140 hours per year by 2020.

Ministers claim the move will help to close the attainment gap between advantaged and disadvantaged children.

But without a clear programme of implementation, the councils’ umbrella body Cosla has told TESS, the SNP manifesto commitment is at risk.

Headteachers’ groups have also expressed concerns over the impact, in terms of finances and workload, on schools, many of which have nurseries operating on their sites.

They have warned that school leaders will need “additional and protected management time” to organise nursery staff shifts to cover extended hours during holidays, weekends and after school. Teachers and school leaders work a 35-hour week and the change must not rely on “goodwill”, they have told the government.

‘We don’t have a plan’

David O’Neill, Cosla’s president, said: “We need a plan and we don’t have a plan. The potential consequence is a manifesto commitment made to the public might not be delivered.”

The Scottish government recently announced in the draft budget that £60 million will be made available in the coming financial year to pay for the additional workforce and infrastructure. But funding beyond 2018 has not been confirmed, with the government yet to calculate how much the change will actually cost – although it has committed to fully funding it. The previous move from 475 to 600 hours has cost the government £329 million over the past three years up to 2016-17.

Frank McAveety, the leader of Glasgow City Council, has called on the government to “put their money where their mouth is”.

Primary headteachers’ organisation AHDS, meanwhile, has said that it is opposed to the increase in free hours. It is “a very expensive intervention” that will lead to “no better gains for children than part-time” and prioritises quantity over quality, the body said.

The school leaders also accused the government of planning the expansion of free nursery based on a low-paid, overwhelmingly female workforce. The government has said its hopes that workers in the sector will be paid the living wage of £8.25 an hour but there has been no commitment to funding the move.

The Scottish government said work had already begun on planning for the expansion but it needed to consult before taking “final decisions on implementation”. A government consultation on the expansion closed this week.

Online bullying counselling on increase, says Childline

The number of children and young people needing counselling about online bullying has increased by 88% over five years, according to a helpline.

The NSPCC’s Childline service said it counselled more than 4,500 children in the past year compared to about 2,400 in 2011-12.

The total number suffering online abuse is thought to be far higher.

Some children as young as seven told Childline how they were tormented, abused and scared to go to school.

The charity said online trolls caused misery and humiliation for thousands of children.

‘Wreck lives’

Childline’s president Dame Esther Rantzen said the figures should be a wake-up call.

“Bullying can wreck young people’s lives, especially now that the bullies don’t stop at the school gates,” she said.

“Cyber-bullying can follow them home until it becomes a persecution they cannot escape.

“It is imperative that adults, parents and teachers, intervene to protect them, because we have learned over the years from Childline callers that bullying does not stop on its own, left alone it gets worse.

“Schools must take this problem seriously, and above all children must ask for help.”

The report is being released at the start of Anti-Bullying Week which is coordinated by the Anti Bullying Alliance.

The group is working with parents, schools and other organisations to help combat the problem.

‘Hurts so much’

One young person who contacted Childline said: “It might sound like not much of a problem but there’s a group of people I play with online and they told me to kill myself. I won’t kill myself but it upsets me.

“My parents don’t realise how upset it’s making me and they tell me to stand up for myself or just not play anymore but they don’t know how hard that is.

“I don’t know why they have suddenly started picking on me but it hurts so much.”

Advice given by young people on dealing with bullying includes:

  • Tell an adult you can trust
  • Keep a diary of what the bullies do including dates and descriptions
  • Write a letter to your headteacher

Top GCSE and IGCSE grades increase at private schools

While independent school figures appear to buck the national trend, the inclusion of IGCSEs means they are not directly comparable

Private schools have reported an increase in the number of A* grades awarded to their pupils atGCSE and IGCSE.

The Independent Schools Council, which represents nearly 1,300 schools, said the number of A*s awarded in the qualifications had risen 1.6 percentage points to 34.5 per cent of all grades in 2016.

The figures are not directly comparable with national figures for GCSE as they include IGCSE grades.

However, national figures for all schools at GCSE alone, published last month, show that just 6.5 per cent of grades were awarded at the top grade, a fall of 0.1 percentage points this year.

The ISC said the proportion of its candidates achieving five or more GCSE or IGCSE A*-C grades, including English and maths, increased 0.7 percentage points to 90.8 per cent in the 552 schools surveyed this year.

The EBacc effect

Nationally, the proportion of GCSE entries receiving A*-C grades fell by 2.1 per percentage points on last year to 66.9 per cent.

This was the biggest ever national drop since the exams were introduced more than 25 years ago. Headteachers put this down to schools entering weaker pupils for more “academic” subjectsin order to achieve higher scores on the English Baccalaureate measure.

IGCSEs are not regulated by Ofqual and were removed from league tables in 2014. This led to many schools, mainly those in the independent sector, receiving a score of zero in the measure for pupils’ achieving five A*-C GCSEs, including English and maths.

Despite protests from schools, the government has refused to budge, saying that including results for IGCSE and other alternative qualifications in national results would “undermine the rigour of our qualifications”.

A note on the ISC’s press release relating to today’s figures said: “Results from ISC schools include IGCSE as well as GCSE. ISC continues to believe there are no grounds for the separation of performance of the IGCSE from the GCSE.”

Today’s figures follow research earlier this year from the Centre for Evaluation and Monitoring (CEM) at Durham University, which suggested that attending an independent school in England could add the equivalent of two additional years of schooling by the age of 16.

The results also come after the TES reported that private schools were increasingly turning their backs on GCSEs because they were “uninspiring”.

‘Formative stepping stone’

Barnaby Lenon, chair of the ISC, said: “To see an increase in independent school grades across the board is excellent news and testament to all those working hard in our schools – and of course to the young men and women who sat the exams having built towards them for a number of years.

“Set against a decrease in numbers nationally and in an environment where there are efforts to halt grade inflation, this is particularly impressive.”

Julie Robinson, ISC general secretary, said: “Once again, the value of an independent education can be seen through the achievements of the students in our schools.

“GCSEs might not be the most popular of exams – and some commentators have questioned the validity of public examinations at this point in a student’s education.

“However, our schools put much emphasis on the core subjects of English, maths, sciences and languages, much-prized by universities and employers, so these exams continue to be a formative stepping stone for our pupils.”

Elizabeth Warren’s education plan would massively increase funding and her wealth tax would pay for it

Presidential hopeful Sen. Elizabeth Warren on Monday released an education plan that aims to quadruple public education funding with a focus on allocating more resources to lower-income students and increasing teacher pay.

Warren’s plan, which her campaign says would be paid for by her proposed 2% wealth tax on people whose net worth is more than $50 million, focuses on desegregation, affordability and expansion into programs for students with special needs.

A $450 billion infusion into the system over the next decade will encourage schools to use it in part to pay teachers a higher salary and close the educator pay gap, according to her campaign. The funding can also go toward paying for supplies and resources so teachers don’t have to pay extra out-of-pocket costs.

In its entirety, her education proposal calls for $800 billion more in funding, which would account for the remaining balance of the revenue she says her wealth tax will raise, The Wall Street Journal reported. She has also envisioned using the wealth tax’s proceeds to pay for tuition-free public college education, abolishing student debt and a universal child-care program.

Warren’s campaign estimates her wealth tax, which rises to 3% on net worth of $1 billion and above, will raise $2.75 trillion over 10 years.

Warren said her administration would cover up to 40% of any additional costs for educating students with disabilities, the amount that Congress originally intended for coverage when it first proposed this policy in 1975.

Other proposals include:

  • “Excellence grants” of $100 billion that will go toward expanding resources and activities for students, with the goal of “25,000 public schools transition[ing] to the community school framework by 2030.”
  • A $50 billion investment into school infrastructure, but there’s no indication of whether the money will be spread out over a period of time or given in one lump sum.
  • Housing grants of $10 billion to build parks and schools if cities and states eliminate restrictive zoning laws.
  • A $25 billion fund for health-care access and expanding service at existing clinics.

Warren also took a shot at Education Secretary Betsy DeVos for not having a background in public education. The candidate said her Education secretary would in fact have such a background.

The plan from the Massachusetts senator also takes aim at charter schools. She would end federal funding for the expansion of charter schools and ban for-profit charters.

Warren’s plan has received support from teachers union the National Education Association.
