Yahoo Users Should Consider Switching Email Providers, Says Germany

Germany’s cyber-security authority, the Federal Office for Information Security (BSI), criticised Yahoo on Thursday for failing to adopt adequate encryption techniques to protect its users’ personal data.

The BSI also advised German consumers to consider switching to alternatives for email after Yahoo disclosed a second data breach that raised fears Verizon might kill a deal to buy its core internet business.

BSI President Arne Schoenbohm said the protection of customers’ data should be the top priority for all internet service providers.

“Considering the repeated cases of data theft, users should look more closely at which services they want to use in the future and security should play a part in that decision,” he added in a statement.

“There is an array of German email providers for whom security is not a foreign concept.”

Noting that Yahoo was using the MD5 hash function to encrypt passwords, the BSI said this was no longer considered “state of the art and is to be regarded as unsafe”.

Schools consider four-day week in cost cutting drive

Headteachers at every school in West Sussex have written to parents warning they may be forced to close for one day a week unless they receive emergency financial assistance from the government.

In a letter, which all primary, secondary and special schools in the county sent out, headteachers warned the “crippling effect” of consistent underfunding has prompted schools to consider “modifying opening hours” in a bid to cut costs.

The move follows repeated complaints that West Sussex has been unfairly underfunded.

The letter says that schools have already made “every conceivable cut to our provision”, and are now faced with taking drastic action.

The county received £44m less than the national average, and £200m less than the average London borough this year, according to the Worth Less? campaign, which is calling for fair funding for schools in West Sussex.

The campaign is urging the government to pledge a minimum of £20m in funding to plug the gap in funds until April when the new financial year begins.

“We’re not saying we’re going there yet. We’re saying on the range of things, absolutely everything needs to be explored.”

He told the Guardian: “But we are considering all the options and that’s one option we have to consider. If we are trying to save money there are limited things we can do.”

Mark Anstiss, headteacher of a school in Felpham said: “It would be terrible. I recognise the burden it would place on parents with the childcare costs and so on that they would have to incur if we did this. But we can’t run the school the way that we have been with the money we get at the moment.”

He added: “I really am scratching my head to think about where we can make more cuts. All the obvious things we can do, we’ve done over the years. It just seems really unfair.”

Schools are also considering cutting class sizes, reducing cleaning and maintenance, buying fewer books and computers, implementing a more basic curriculum, and not replacing staff who leave.

But many schools have already taken these steps and are still looking to save money.

The Department for Education responded to say it was increasing its budget for schools and said it was “firmly committed to introducing a national funding formula so that all schools are funded fairly – both to address the historic unfairness in the system and also so that areas with the highest need attract the most funding.”

“We want all schools, including those in West Sussex, to have access to the resources they need so that every pupil regardless of background or ability can reach their full potential. That’s why we have protected the schools budget so that, as pupil numbers increase, so will the amount of money for our schools – in 2016-17 that will total over £40bn, the highest on record.”

 The new national funding formula for schools was due to be introduced next year, but has been delayed following the vote to leave the European Union.

Brexit: UK universities consider EU branches

UK universities could open campuses in Europe to offset the effect of Brexit, some vice-chancellors have suggested.

The higher education sector largely supported remaining in the UK and since the vote, has voiced concerns about the financial implications of leaving.

Universities fear losing research funding, students and staff in the event of a “hard” Brexit.

But some universities are considering expanding into Europe as a way round the problem.

The University of Kent has had a centre in Brussels for almost 20 years, for more than 200 postgraduate students from 60 countries, and also runs branches in Paris, Athens and Rome.

These sites are recognised by relevant legal and educational authorities in each country and allow the university “to develop and foster connections that enable our students to gain important access to professional networks”, said a University of Kent spokesman.

Other universities could follow suit as Brexit negotiations gather pace.

“You can imagine a situation post-Brexit where UK universities are operating as aggressively in Europe as they are in China and India and elsewhere, Chris Husbands, vice-chancellor of Sheffield Hallam University, told the Guardian newspaper.

There is evidence that UK universities are already losing out on research collaboration with European partners.

British universities, in collaboration with small businesses, receive £850m in research grants each year from the European Union.

‘Reassurance needed’

Universities also worry that they would find it harder to recruit students and staff from EU countries if freedom of movement restrictions were brought in and the rules on fees for EU students were changed under the UK’s new relationship with the EU.

EU students currently pay the same fees and have the same access to loans as UK students – and Universities UK president Dame Julia Goodfellow has already called for reassurance for those who have already started degrees at UK universities that these arrangements will last for the duration of their courses.

Branches within the EU could allow UK universities to retain research links and European funding while also allowing them to continue to attract staff and students.

The Guardian quotes one vice-chancellor as saying that institutions were “window shopping” for the EU countries with the most co-operative regulatory regimes.

Germany, Finland, the Republic of Ireland and the Baltic states are said to be emerging as the preferred options of some universities.

Alistair Jarvis, deputy chief executive of Universities UK, said British universities faced “significant challenges”.

“British universities can thrive post-exit with the right support from government,” said Mr Jarvis.

“To thrive post-exit, we need government to take action to make the UK an even more attractive destination for talented university staff and students from around the world and develop new policies and funding to enhance international research collaboration.”

‘Brain drain’

Oxford University says it has no plans to expand overseas, though vice-chancellor Louise Richardson has voiced concerns about losing staff to other countries.

“Our academics might decide to leave if they’re concerned that they may not be able to get their research funded in the future.

“There are many universities in the world who would be thrilled to have them and who are approaching them,” she told BBC Radio 4’s Today Programme.

Foreign Secretary Boris Johnson has told the BBC that formal negotiations to leave the EU will probably begin early in 2017.

Moving hosts, especially if you run a Wordpress blog can be a bit of a daunting experience. Especially if you’ve never done it before. In reality, it’s actually quite easy to do – but only if you know how to do it! This article is not designed to be a step by step run through of how to migrate a Wordpress blog to a new host but more of a quick run down of the certain factors you’ll need to consider. Who knows, you might read this and think of something you’ve missed or it might just give you something to consider.

Finding a Host

Choosing a host is actually the easy bit as pretty much all of the web hosting companies out there offer a solution for hosting Wordpress blogs. It’s the most used platform on the Internet so you’d expect that the majority of people would support it. You can also find web hosts who offer packages that are tailor made for Wordpress installs. They don’t differ much to regular hosting packages but they come with optimised features with the server side software that Wordpress needs to perform at its optimum.

One thing you should consider is the sort of package you need, like with any site. If you choose a package that doesn’t have the resources your site requires you’re going to run into problems. The same goes for any site, not just Wordpress. You need to choose a package that matches your requirements be it shared hosting, reseller, cloud or even a fully dedicated solution if your site/traffic warrants it.

Typically, Wordpress sites need a lot of bandwidth, disk space and memory – so pretty much everything!

The Database

The Wordpress database is one of the things that confuses people. In reality, it’s simple but it’s often overlooked. The main thing where people go wrong is getting the configuration wrong. In your wp-config.php file, you will find the username, password, prefix and hostname fields to fill in. Be sure that these fields reflect your new host and not just your old host. Lots of people simply setup new credentials, put their database up to the new host and then wonder why it doesn’t work. Either keep the credentials the same or make sure you change the credentials to reflect the new host.

The Install

For the install, you have two choices. You can either upload everything you took from your old host or you can do a fresh install. What most people opt to do is install a fresh install of Wordpress on the new host. You can do this manually or via one of the many packaged software installers that come with your hosting package. Once you have a barebones Wordpress install in place you can them simply change the configuration to connect to your old database and upload your existing theme to the necessary theme folder (more on this below).

If your database is old, structurally, then your new Wordpress install will adjust your database to suit.

The Theme Directory

All of your Wordpress Themes will be stored in the wp-content/themes/ folder and if you don’t have a new theme, now is the time you should be getting one. If you make sure that you’ve downloaded your old theme and uploaded it to this folder then everything should be as it was on your old host. If for some reason it’s not, you can check in your Wordpress back end to make sure that the right theme is selected. Sometimes if you try and access your site before you’ve uploaded the theme Wordpress will update to the default theme. So you’ll need to switch it back.

The number of UK students enrolled in US universities increased by 20 per cent between 2011 and 2015, and the trend is likely to continue. Places are more in demand because of increased fees in the UK and concern for value for money, as students are unable or unwilling to commit to one subject for their university experience. As well as this, there seems to be a greater awareness of international opportunities, so if you’re considering the US this A-level results day, here are the nine things you need to know:

1. Studying in the US isn’t as expensive as you may think

The higher education system in the US is different to the UK. In the US, you have one-to-one mandatory professor office hours and, on average, every student spends 15 hours in class as well as their individual sessions. So, essentially, you get more for your money in America, especially given the fee increase in the UK.

Record number of students accepted into UK universities

Everything is included in the ‘sticker price’ in the US – accommodation, subsistence, books, and medical insurance – and you may also find the university of your choice offers funds for international students, possibly based on academic merit, but possibly also based on need, athletic ability, or talent for music and drama.

2. Research and get ahead of the competition

College Board is your best source of free and unbiased information to do your research. You can narrow your search criteria by size, location, and difficulty of admission. Also, find out if you need to take SAT/ACT exams – definitely worth looking into even before you begin the application. It’s better to spend your time and money in preparation and not for re-testing.

Furthermore, let your school know you’re applying to US universities – the documents they need to prepare take much longer than Ucas applications, so the earlier you can do this, the better.

Welsh universities consider scholarships for refugees

Some Welsh universities are planning to offer scholarships to refugees.

Aberystwyth University is discussing proposals for five scholarships, and the University of Wales Trinity Saint David said it had made commitments for a similar scheme.

Cardiff University already offers financial help to asylum seekers.

Mohammed Al Hadj Ali, chairman of the Syrian Welsh Society, said it was “very difficult” for people fleeing war to continue their studies in Wales.

“Medical students do not have very many options when you are trying to get funding for a very expensive course, £25,000 per year for fees and living costs, it’s not affordable for someone who can’t even apply for a student loan,” he told BBC Wales.

Aberystwyth University has held discussions with the British Council, the UK HE International Unit and Universities UK over the scholarships.

It will draw up detailed plans including financial implications over the coming academic year.

Cardiff University does not have a cap on how many refugees it will fund, subject to a budget of about £80,000 over four years.

Applicants must be able to prove they are an asylum seeker or the child of an asylum seeker.

Bangor University said it has a number of scholarships aimed at international students and can provide extra support in exceptional circumstances.

Glyndwr University in Wrexham said it had no plans to provide scholarships.

Swansea University said it was not offering any particular scholarships to refugees but that does not stop individuals from applying for any already on offer.

Cardiff Metropolitan University and the University of South Wales have been asked what their plans are.

All 22 Welsh councils have pledged to take in refugees fleeing civil war in Syria. About 78 Syrians have been resettled so far.

‘Difficult’

Mohammad Haji-Saleh arrived in Wales as a refugee last year and has been living in Cardiff for a year. He had to leave his medical studies in Syria.

“I have passed the first two years [in Syria], I have applied for many universities but it is difficult. I’m still trying to continue my studies,” he said.

Dr Al Hadj Ali said finance was not the only barrier for students forced to abandon their studies when fleeing their country.

“Some of them are requested to provide documents which they could not get when they had to flee Syria,” he said.

“And some universities do not accept you on a course if you have been on a similar course somewhere else.

“They had to flee a war zone, they did not have too many options, it’s not like a student in Bangor applying for Cardiff because they have been fired from their course, so they should be treated in a different way.”

He said students can apply to observe at universities and become engaged more quickly in academia in the UK that way.
