Soon, apply online for UP Board affiliation

The Madhyamik Shiksha Parishad, has rejected applications of over 1,700 schools from across UP.

The Madhyamik Shiksha Parishad, Allahabad, also known as the UP Board, has rejected applications of over 1,700 schools from across the state, seeking affiliation .

The Board is now in the process of asking these institutions to apply afresh for recognition from it, this time under its newly introduced online mode.

The move comes close on the heels of the Board’s July 12 step, on orders of the state government, inviting fresh applications for affiliation from interested schools through its official website—upmsp.edu.in—with effect from July 15 for 2020 board exams.

At the time of introducing the online affiliation process, the board had over 1700 applications pending with it. These schools had submitted their applications in hardcopy along with required documents as was the norm earlier.

Following the orders for online affiliation, the UP Board wrote to chairman and director (secondary education) Amarnath Verma informing him about the pending applications and sought directions in this regard.

Verma has asked the board to instruct these schools to apply afresh for recognition as per the set new norms and process. The new norms among other things make it mandatory for the schools to not just have CCTV cameras in all classrooms and offices but also have biometric attendance for staff. The schools need to submit a certificate in this regard duly issued by the district inspectors of school (DOISs) concerned.

The schools are required to apply for new class 10 and class 12 subjects online by September 30, 2017. The schools which miss this deadline would be able to apply online till October 31 albeit with a late fee.

The DIOSs will submit their recommendations after a spot inspection of the schools concerned by December 31 after which the board will take the final decision.

“Affiliation process of over 1700 schools was pending when it was made online. We have received the instructions to accept applications of these schools also through the online mode. The decision is now being conveyed to the schools,” said Neena Srivastava, secretary, UP Board.

Flipkart Said to Revise Snapdeal Buyout Offer to Up to $950 Million

E-commerce player Flipkart has sweetened its buyout offer for smaller rival Snapdeal to between $900 million (roughly Rs. 5,791 crores) and $950 million (roughly Rs. 6,113 crores), two people familiar with the negotiations said, adding that the new proposal is being evaluated by Snapdeal’s board.

Reuters previously reported that Snapdeal had earlier this month rejected Flipkart’s initial bid of between $800 million (roughly Rs. 5,148 crores) and $850 million (roughly Rs. 5,469 crores) as its board was unsatisfied with the offer and the payment terms.

Flipkart’s revised offer was made for Snapdeal’s marketplace and its e-commerce solutions provider Unicommerce but does not include its logistics arm Vulcan Express and digital payments unit FreeCharge, which may be sold separately, said the sources, who did not want to be named as the discussions are not public.

One of the sources said Flipkart may hold back about $150 million of the deal price for 12-24 months after the consummation of a deal.

Infibeam, a listed e-commerce player, has also made an offer for Snapdeal, the sources said, adding that the Snapdeal board is likely to consider the proposal. Details of the Infibeam offer were not immediately available.

Flipkart, Snapdeal and its main backers were not immediately reachable for comment. Infibeam was not immediately available for comment, but has said media reports linking it with Snapdeal are speculative.

Japan’s SoftBank Group, Snapdeal’s biggest shareholder, is keen to fold the firm into Flipkart and back the biggest home-grown e-commerce provider as it battles Amazon.com for a bigger share of India’s booming online retail market.

But Snapdeal’s founders would also like the Infibeam proposal to be evaluated before any final decision, one of the sources said. Snapdeal is expected to make a decision on the two offers in a week or 10 days, the second source said.

Axis Bank, India’s third-biggest private sector lender, top digital payments firm Paytm and a few others are in talks to acquire FreeCharge, one of the sources said.

Axis Bank did not respond to requests for comment while Paytm was not immediately available for comment.

Apple Sets Up China Data Centre to Meet New Cyber-Security Rules

Apple has set up its first data centre in China, in partnership with a local Internet services company, to comply with tougher cyber-security laws introduced by Beijing last month, it said on Wednesday.

The US company said it was setting up the facility in the southern province of Guizhou with data management firm Guizhou-Cloud Big Data Industry (GCBD).

A spokesman told Reuters this would form part of a planned $1 billion investment by Apple into the province.

“The addition of this data centre will allow us to improve the speed and reliability of our products and services while also complying with newly passed regulations,” the company said in a statement to Reuters. “These regulations require cloud services be operated by Chinese companies so we’re partnering with GCBD to offer iCloud.”

Apple also said that it had strong data privacy and security protections in place. “No backdoors will be created into any of our systems,” it said.

China, on June 1, brought in a new cyber-security law that codifies much stricter controls over data than in Europe and the United States, including mandating that firms store all data within China and pass security reviews.

Trump to team up with Japan’s Abe for round of golf in Florida

U.S. President Donald Trump will play a round of golf with Japanese Prime Minister Shinzo Abe in Florida this week and says he will make sure the Japanese leader is his partner in the game, rather than a competitor.

Trump, who is due to welcome Abe at the White House on Friday, told Westwood One Sports Radio that playing golf was a better way to get to know someone than having lunch.

“We’re going to have a round of golf, which is a great thing,” Trump said in the interview on Sunday, according to a transcript made available by the White House.

“That’s the one thing about golf – you get to know somebody better on a golf course than you will over lunch.”

Asked if he would have a bet on the game, which is expected to be played at Trump’s Mar-a-Lago private resort on Saturday, the U.S. president replied: “I don’t know. I think – I know he loves the game, and we’re going to have a lot of fun. It won’t matter. I’ll just make sure he’s my partner.”

Trump said it was good thing if the United States could “get along” with other countries.

“If we get along with Russia and other countries – I mean, I want to get along with all countries – but if we got along with Russia, if we got along with China, if we got along with Japan … that’s a good thing, not a bad thing.”

Trump raised worries in Japan during his campaign when he appeared to question the long-standing U.S. alliance with Tokyo and said it was not sharing enough of the cost of the U.S. security umbrella.

Security, trade and currency policy are likely to be high on the summit agenda. Trump has criticized the lack of access to the Japanese auto market for U.S. producers and has accused Tokyo of using monetary policy to devalue its currency.

Abe was the first foreign leader to meet Trump after his November election win, but Trump has lumped Japan with China and Mexico as big contributors to America’s trade deficit. {nL4N1DJ2Y3}

Trump is expected to seek quick progress toward a two-way trade deal with Japan after abandoning U.S. participation in a 12-nation Asia-Pacific trade pact.

Abe said on Friday he was convinced Japan and the United States would be able to demonstrate an “unwavering alliance.”

U.S. Defense Secretary Jim Mattis wrapped up a visit to Japan on Saturday reaffirming Washington’s commitment to the defense treaty.

Japan is putting together a package of plans for Japanese companies to invest in infrastructure and job-creation projects in the United States for Abe to take to Washington. Abe is also considering increasing energy imports from the United States, according to sources familiar with the plan.

Trump has slammed his predecessor Barack Obama for spending too much time on the greens while in office. He has said he likes to use golf for business and was critical of Obama for using his tee times for relaxation rather than deal-making.

But Trump certainly shares the same passion for the game and Golf Digest magazine expects he will be the best-ever Oval Office golfer with a “low single-digit handicap.”

Micromax Sets Up $75 Million Fund to Invest in Consumer Internet Firms

Handset maker Micromax is setting up a $75-million independent fund that will focus on investing in domestic and international consumer Internet companies.

In the last two years, Micromax has already invested in about 10 startups, including ixigo, Gaana, HealthifyMe and Scandid.

The fund – Orbis Capital – aims to raise $75 million in the next 12-18 months. Backed by Micromax as an investor and strategic partner, the fund will focus on investing in consumer Internet companies both locally and internationally.

“We have tasted a great amount of success with all our investments that we strategically did over the last two years and this progression to announce an independent fund was due to the large opportunities that the market presents. This fund will look at investing in consumer internet companies across the world that have local relevance,” Micromax co-founder Rahul Sharma told PTI.

This will also allow Micromax to further leverage its platform for larger opportunities, he added.

Orbis Capital is in the process of building an advisory board alongside the investment team and has already brought on board leading entrepreneurs including Nami Zarringhalam (Truecaller co-founder) and Parry Blacher (former co-founder, Covestor).

Kumar Shah, who spearheaded Micromax’s global investment programme will lead Orbis Capital along with his existing team.

Student loan debt up for private sale

The government has started the process of selling more student loan debt to the private financial sector.

It has announced that loans made to students in England between 2002 and 2006 will be put up for sale – to be followed by other pre-2012 loans – with the aim of raising £12bn.

Universities Minister Jo Johnson said the sale would have “no impact on people with student loans”.

But the National Union of Students said it was an “ugly move on students”.

“It is outrageous that bankers will profit off the backs of graduates who took out loans because they had no other option,” said the union’s vice-president Sorana Vieru.

Selling student debt

The government has had a long-standing aim to sell the student loan book to private investors – with types of loans being sold in separate stages.

Over the next four years it aims to dispose of the loans from before 2012, when tuition fees in England were trebled to £9,000 per year.

The slice of loans now being put on sale – dating from 2002 to 2006 – have a face value of £4bn.

The government is promising that there will be “no changes to the terms and conditions” for borrowers – so that rates of repayment for former students will remain the same.

It means that interest on these student loans will become an income for private investors, but repayments will continue to be collected through taxation and the Student Loans Company.

The Intergenerational Foundation think tank has calculated that a student borrowing for three years’ tuition could pay back £54,000 – before debts are cancelled after 30 years.

The Universities Minister Jo Johnson says the sale of assets is part of the drive to bring “public finances under control”.

But he said it would “only proceed once we are satisfied that it represents value for money for the taxpayer”.

Repairing public finances

David Gauke, chief secretary to the Treasury, said it was the right time to start the sale process.

“This sale makes sense for taxpayers and will play an important contribution in our work to repair the public finances,” he said.

But John Pugh, the Liberal Democrats education spokesman, said: “The Conservative Brexit fire-sale is well underway, as ministers scrabble around to sell just about anything that isn’t nailed down.”

Earlier versions of student loans have previously been sold – but it is now approaching the point in which the bigger “income-contingent loans”, introduced in 2006 when fees rose to £3,000, will be the next in line for sale.

The National Union of Students attacked the sale as “economic illiteracy” and warned that it would begin a process in which loans would have to be made more attractive to private buyers – at the expense of student borrowers.

“It doesn’t just penalise students and graduates, it is taking money from the public purse which could and should be spent on services over the long term,” said Ms Vieru.

However, Nick Hillman, director of the Higher Education Policy Institute, said that there was much “misinformation” about the sale of loans, and the key issue was making sure that the taxpayer received good value.

“What the government is doing may make some sense,” said Mr Hillman.

“Why should it keep the loans forever on its books? Why shouldn’t the demand of pension funds for long-term income streams be satisfied if there are no clear losers? Why shouldn’t we look for imaginative ways to reduce the national debt?”

Consumer finance expert Martin Lewis welcomed assurances about borrowers not facing a negative, but cautioned: “It is a question of ‘watch this space’ to see if their rhetoric is matched by their delivery.”

Labour’s shadow education secretary, Angela Rayner, said: “This government never learn any lessons – this sale will do nothing to ease the burden of debt piled on students by the Tories who have trebled tuition fees and scrapped maintenance grants.”
